Not only do you have to pay to build and maintain the road, you have to pay to build and maintain the infrastructure to collect the tolls.

I am totally in favor of the use of HOV lanes by paying if you're driving solo. Great source of revenue in addition to the fuel tax we're already paying.

All current taxes on gasoline would then be removed.

The Federal Highway Trust Fund, funded by the federal fuel tax, has been around since 1956. That's supposed to provide funding for the maintenance of the Interstate Highway System.
