In South Dakota POET Biorefining has become the first ethanol plant in the state to apply for permits to use storm water in its plant instead of discharging it. Sounds like a good move.

I wonder if I need a permit to use rain water that I catch for my garden?

Now you have. Iowa businesses have been making storm water runoff reports on water discharge permits for 20 years.

I never heard of a state that claims ownership of the rain that falls on your property and requires a permit before you can use it for anything.
